Why

CI runs jumped from about one minute to more than ten. The logs show the time goes into apt-get and pip install uv, while the tests themselves take 25 seconds. The runner works one job at a time, so every PR waits for all of this twice, and the branch protection planned for later would make it worse.

What

Job image ghcr.io/astral-sh/uv:0.13.6-python3.13-trixie-slim already contains uv, so apt and pip are gone
The source comes as an archive from the Forgejo API instead of through git
Lint moved into scripts/lint.sh, because the image has no make. make lint still works and calls the script
timeout-minutes: 15, so a stuck job fails instead of blocking the runner

Verification

yaml.safe_load parses the workflow
Same steps run by hand in this image under linux/amd64: uv sync --frozen, lint and 275 tests pass
